Personally I don't understand why it's the president, just one guy, to decide about this kind of things. Bush has his oil industry supporters or someone to tell him what to do and it's definately no fair trade. It's our shared world we're dealing with, not just their world they can do whatever they want!

I think we're on the edge of surviving all the time even if we can't always see that. Right now when human population is getting near 10 billion in the next fifty years we need to be very concerned about things that may lead us, humans, to destruction. It's a fact we cannot destroy this planet or everything living on it but we definately can destroy ourselves. Economy can lead us to place we cannot live or place we can sustain good life for everyone and finally spread into space or something. Destroying our climate and water resources isn't gonna help us to survive. Voluntary isn't working because everything is about surviving, even economy. Humans just can't control it.
