It is remarkable that someone actually did it. There are actually small tribes and roving people that know about methods of extracting and collecting water in small quantities enough for survival. But in a country this size that relies on large central water supplies, most often controlled initially by the cities and local government on a city or regional level it is amazing. We as a people have not taken part in collecting our water other than home plumbing repairs and paying the water bill.
