While used by govenments throughout history, I think it's a matter of resources. If you possess weapons of mass destruction, there is no need for individual or small group acts of terror. You can simply take over.
I don't think in this context you can compare a solider to a terrorist, although there have been many incidents of individual members acting as such. Napalming innocents would certainly fall under the heading of state sponsored terrorism.
