Justice Douglas was known for his eloquence and the shortness of his briefs and decisions as he always said you can tell the truth on a particular case in two pages but it can take 1,000 to lie..!

What he is saying here is that in most, if not all cases you lose your liberties incrementally and not in some vast huge maneuver in which opposition and the public is aroused such as we see happening in America today...
