I believe that being racist means that you are generally ignorant, intolerant, and have trouble accepting new concepts. So the question of whether racism attracts the unintelligent should possibly be; are ignorant people less intelligent?
I suspect this would go some way in answering the second part of the question, do the unintelligent default into racist mentalities? Well, unintelligent people may struggle to comprehend complex global social issues, so perhaps they 'default' to racism as an easy option. I dont really want to bring this into my point, but often the most zealous followers of a religous belief are in equal measure of intelligent and un-intelligent. Both racism and religion harbour intolerance, yet you will find exceptionally intelligent people may appear ignorant / intolerant when arguing a case for their belief. I will state plainly that I'm not saying religion is the same as racism, but the factors involved in having a racist point of view are equally as complex, but possibly easier to categorise by those who are tolerant enough to be non-xenophobic. I agree, though, racism / racists are dumb.
