I think the question here should focus on the elements of racism which reflect intelligence. I believe that being racist means that you are generally ignorant, intolerant, and have trouble accepting new concepts. So the question of whether racism attracts the unintelligent should possibly be; are ignorant people less intelligent?
I suspect this would go some way in answering the second part of the question, do the unintelligent default into racist mentalities? Well, unintelligent people may struggle to comprehend complex global social issues, so perhaps they 'default' to racism as an easy option. Simple hatred / ignorance is easier than empathy and comprehension. I dont really want to bring...

I generally believe people with a failure to even consider broader possibilities have lower intelligence. It's kind of like being invited to an all-you-can-eat buffet and throwing a tantrum at the manager and insisting there are only hamburgers there, when infact there are a great many, many more choices.
