Actually, it seems that the democrats have no energy policy. While they sit and whine that Saudi Arabia and other oil producing nations are sitting on their reserves to drive up prices, the US, third largest oil producing nation in the world, is sitting on our oil reserves and driving up oil prices.

On top of that you have environuts trying to stop increased nuclear power production. You have the government regulating refineries out of existence. You have Teddy Kennedy putting the brakes on wind power that might spoil his view. And the only alternative energy that seems to be getting any support is causing food prices to skyrocket while not really helping the environment at all.
