Conservation is about moving with, or against, the times. They are smart people and should be able to work out what is needed. The greedy will have to watch, help or make aholes of themselves.

I fear that when you add bureaucracy to the mix that people will spend money simply for the sake of having it to spend. Common sense doesn't usually find its way into budget requests.
