The oil companies consolidated in the 1990's (yes under Clinton who did not prevent it using anti-monopoly rules) and closed down half of all oil cracking refineries to tie production to the exact level of demand so they can claim that the problem is a supply and demand issue. Just two years ago Congress gave the oil companies 8.5 million additional acres of rights to drill in the Gulf of Mexico and they have not even begun to drill their and won't for at least a minimum of two years.
