Water is the one resource I could see as a reason for ET to visit this planet. But I am sure it exists elsewhere in the galaxy as well. And likely more abundantly.

Water is already a major focus for the world community, we just tend not to think too much about it since it's still fairly abundant here. Working at Common Ground, when we would meet with activists from other countries, they struggled with the fact that even homelessness paled in comparison to managing and providing clean water for their citizens.

Primarily through damming of the water by hundreds of farmers on the water table that feeds it. It is both prevented from flowing into the river, and the spread of the water over the wide surface areas the dams create means it evaporates very quickly in the heat. Most cities are built around a reliable water source, but the disruption of weather patterns for many reasons human intervention not the least, means there may not be less water as much it will be distributed in different places.
