Another problem with the fines is that they are relatively small. Combined with no more preexisting condition clauses, no healthy person in their right mind is going to carry insurance full time. It will be cheaper just to pay the fine and your own doctor bills for regular visits and then if something comes up, call up and insurance company and they have to give you insurance. They foot the bill, and when you are better you dump them. I don't see how it will be feasible for insurance companies to stay in business even for the short term.
