The point is, that in a middle of a war and the time after one thousands, perhaps millions of vets will need the health care coverage. A man that sends so many to their doom can't then turn around and say:

"Oh chucks, we can't afford it! Sucks to be you!"

Note everybody gets a beer selling trophy wife to pay for their life style and health coverage.
