This is a great idea. One wonders why they did not think to pursue this law when Bush was president.

This should have been done when Lyndon Johnson was President and got passed his "War on Poverty", etc. Since his Presidency (I've always thought of it as the turning point), increasingly the Federal government has enacted laws (unfunded mandates) that were the States duties and powers, not the Federal government.
