Agent provocateurs are used to provoke, incite, and start conflicts for political ends. The CIA's hand in developing what they later labeled Al Qaeda (and bin Laden was a former CIA asset) is a classic case of creating an enemy, training them, covertly, then (as with Saddam in Iraq), turning the tables and justifying war against them. Could well be. I think of Iraq, Iran, Nicaragua, Guatemala, Chile, Ecuador, Indonesia - everybody but Americans knows how the CIA has toppled governments - often democracies - and replaced leaders with dictators, who then permit US corporations to raid the country of natural resources.
