Take a look at Turkey's human rights record. There are too many Turkish politicians who want to get rid of the Kurds too - you know, the Iraqis on Americas side...

Congress has done this over the years (both parties) and I wish they wouldn't. Many non-Americans do not understand that these resolutions of Congress are meaningless. Then the corrupt or malevolent forces within these other nations use these acts to whip up the flames.

But I guess in this case the legislative branch wanted to be just as bungling and foolish as the executive branch has been in that region since day one.
