I'm a conservative; but without a doubt, this is the dumbest thing I've ever heard. NO wonder Congress has such an extremely low rating within the polls. They are stupid. Rather than make the hard/politically challenging, ie...unpopular, decisions...some of them suggest these ridiculous options.
