<P>Critics of wind turbines such as Wisconsin Independent Citizens Opposing 
Windturbine Sites (WINDCOWS) have cited concerns that turbines near their 
property diminish their property values. They also contend that turbines have 
unresolved health and safety issues that could put residents in danger.

<P>Heinzen said a bill in the state Legislature last year to establish a 
statewide ordinance for small wind turbines died. She said another effort to
