I really hate to be the person who has to agree with what they are trying to do her, but I can see the logic in this. A child can drown in 2 inches of water and it can happen very quickly. If I'm reading this correct, it says she wants to place the pool in a communal area where children other than those that are her responsiblity will have access to it. Not only is she opening herself up to legal liabilities, but if the council looked the other way they too would then be liable if a child was hurt or died as a result of the pool being there. I agree that it's a shame she can't have the pool there for the kids, but the fault is not the council's. If she wants to keep the pool up she should find a private garden to keep it in. |
