One can never tell; Reagan was a good example after the fact. But I think Bush never was too articulate.

The man is a known substance abuser; that takes its toll and has long-term effects on the brain.
He could be in withdrawal.
He could be intoxicated or over-medicated.
Likely he is just "losing it"

Why would he consider that to be the appropriate thing to say in the circumstances.
Dick Chainey has a very important rule that GWB must never forget. No-under any circumstances whatsoever- Ad-Libbing. You can imagine GWB is often Lost for words that aren't a giveaway.

debbyski - Unfortunately, I don't have the links handy, but if you look around a bit on the web, there are tapes of Bush giving speeches when he was running for Governor of Texas, and the difference is so far beyond night and day it's not even funny. In those speeches, he appeared to be professional, was able to state his beliefs and answer questions in such a way that he not only sounded intelligent and reasonably well-educated, but it wasn't hard at all to figure out what he was meaning. He was alert, and never slipped into that god-awful "down home folksy guy" persona he uses so much now. He didn't come across as nearly as smug as he does now. I've never thought Bush had too much going on and it's probably getting worse due to age. I'll have to admit most of the conclusions I've drawn have been influenced by the late Molly Ivins, and I think she knew GW pretty well; she went to high school with him. Anyway, read the provided link and draw your own conclusions
