We have the same type of politics being adopted in Australia. If you can't win with character assassination, then you bring out a policy aimed at a group.
The process requires arrogance and lack of respect for everyday people. Howard has been using this system, especially at election time. It also requires maximum manipulation of groups (preferably the uneducated ), not policies.

Our current government has won the previous two election using the same tactics as described above. Sad but true.
