Some just weren't meant to have a brain.

* Every small town would be considered a city, which in turn is considered a group of communities. The cities would now be called “communal cities”, and they would compose a state.
* The Presidential’s period would grow from the current five to seven years, with “immediate” reelection possible.
* Voting age is reduced from 18 to 16.
* Working hours are reduced from 8 to 6. The remaining hours would be dedicated to “Socialist education” (read: endoctrinement).
