In Prague, this would be inconceivable; there, the people intentionally rummage around in their pockets in as laborious and protracted a manner as possible because the inspector, as the representative of a public institution, is viewed as the enemy - and so it's valid to hold him up for as long as possible to give the fare dodgers time to get out of the carriage...
