Not being from USA i am a bit confused here..

The FEC is composed of three appointees from each party, all nominated by the president
"The Democrats have picked their nominees, and we've picked ours,"
Who is actually doing the selection the president or the two parties ?

Both. I believe the parties make the suggestions to the president. He then checks them out, and if they are qualified he nominates them. They may have even made more than two suggestions and the president picked what he thinks are the two best. After he nominates them, they must be confirmed in the senate.

I believe there are similar cases where representatives suggest people to fill state positions that are nominated by the president and he generally takes their suggestions if the person is qualified for the job.

In this case, the parties made their picks, the president appointed who the parties suggested, and the democrats are trying to block one of the republican nominees. Typical polit...

FEC could end up being shut down in a presidential election year due to politics.
I doubt that that would be in either party's interest if it happened.
