I think they hope that bombing without a direct threat to Air Force Service members will be more acceptable. Surprise! People in US do not like killing innocent civilians, assassinating others in violation of US Presidential Executive Orders, or being dumb about creating even more terrorists who will strike at us and our friends. We'd rather people have to think, twice, three times and over before killing as if they were playing a video game.
