<P><DIV>A weak dollar and a saving program mean good bucks for drug maker  <STRONG>Novartis</STRONG>. The Swiss firm posted an increase of 17.0% to $2.27 billion in second-quarter net profit, boosted by a weak dollar and its cost cutting program, beating forecasts and lifting its stock.  </DIV>
