Each time I come across a story like this it saddens me greatly. The victim here is a 13 year old child who happens to have the misfortune of being born into a family with limited reasoning power. I personally feel that if this child dies the parents should be held accountable.

I think Child Protective Services should intervene. This is a clear case of negligence.
