yeah, hot air balloons have that tendency to just hover for prolonged periods of time, but making very quick, sudden bursts of movement.

Are we, the general public, considered so gullible by our governments? I mean, they have pictures and eye-witnesses. Personally, I'd feel better if these things were investigated than just pooh-poohing them aside.
