This isn't religion. These cases are a minority, and the women's choice. Trust me, when I first heard about woman having SEX but still wearing a veil, I was in utter shock! Mum and some of her friends were actually talking about this story.
I'm Saudi and Muslim, and never did I cover my face. I do wear a hijab, though
I can't imagine living with a man who never saw my face. I don't know anyone who does that, I wish I did, so maybe I can understand a little.

A co worker had relatives from Dubai visit her during the fast (Ramadan), they soon left as the father and son could not properly fast, they said there were too many scantly clad women.

Weird. They only way you can break fasting is by eating, drinking, or having sex. Getting turned on by someone doesn't break it. I'll make sure though.

They wouldn't be kissing. It doesn't take much to procreate, just feel that you're taking something inside your body, and it is done.

Sex doesn't have to be that boring and detached, but unfortunately it is for some people.

I absolutely agree that it has nothing to do with religion; however, these cultural practices are a mutated form of misguided religious notions passed on through generations.

@sheroug. I think it come down to purity during the fast. Which mean your fast is broken by having impure thoughts.

Impure thoughts are always in your head. There is no white guy with a long beard, up there in the sky watching you fast objectively. The fasting is either within or it is not.

I looked more into it, and impure thoughts definitely doesn't break it, if it this, then I am in HUGE trouble Also unintentional ejaculation doesn't break it.
So basically, it's eating, drinking, and sexual intercourse.
