Based on the American Hobby of revisiting this poverty issue in Mexico, every 20 years or so during the past century, it seems to me that annexation is the only practical thing to do. We have a constitutional process for this.
I referred to this US constitutional process of allowing other countries to become states of the United States in a Clip by DavBoz called, "Trans-Texas Corridor paved with cmgn. contributions."
Our Congress is so busy, they don't need to prove themselves by passing useless, byzantine laws over and over and over again, throughout the past two centuries.
As for the other issue you mentioned there are simple, yet practical solutions for that also.
