There are so many stories coming out of the US that seem like corney college movie stuff. There will be many, many more that have been swept under the carpet. This one is the work of a sicko and and fellow public servants. They should all go to jail for abuse of position.
I can't imagine an American sitting back and letting this happen to his/her children. The embassy staff would be made to work 24/7 till someone had been hung at least.
There is no "holiday mix up" here and will probably pictures of the kids all over the web in a day or two.
