In other words, it spends <BR /><DIV>more money than it collects in tax revenue. In order to make up the difference, the federal government issues U.S. Treasury bonds. Therefore what Ms. Kaptur is referring to when she says that the U.S. debt is being financed by the Chinese is that the Chinese are using the dollars they received in exchange for goods to purchase the safest investment known to man, U.S. Treasuries.</DIV><BR /><DIV>If Rep. Kaptur is truly concerned about the Chinese financing the debt of the United States, she should actively encourage her colleagues in Congress to balance the budget. After all, if the United States government does not create debt, there is no debt to finance.
