"It is imperative that they are taught the difference between political, religious or social activism and terrorism."

This just continues a tradition going back forty+ years, in which the FBI branded protest and civil rights groups as "subversive". They infiltrated such groups, and their agents tried, and sometimes succeded, in goading them into extremeism and violence. Local police departments were encuraged to do likewise - New York had its "Red Squad", and other cities had similar units.
