This is nothinng but a POWER GRAB.
Think about it. The whole issue of Net Neutrality is being closely examined, so they figure they'll just say the "Internet is broken, and must be fixed".

Please.... It's all about control, take a look around.
Who would benefit the most from things being rebuilt (and owned).
