The anger that these people express verbally is expressed physically on the streets. Is it showing an awareness of such horrors as road rage when these so-called leaders speak such?

Left the point.
People feel other emotions when angry, and the one that excites the anger may not be the root cause(s). Negative feelings about oneself may be at the root. All are different.

What that woman was doing was not venting anger but practicing it. It she were smashing her own property it might be different, but this woman was destroying someone else's property. Every morning she reminded herself how much she hated this man and took it out on things he owned. She was stuck in that anger. No, the fact that he left her does not give her the right to destroy his property (until it legally becomes her property).
I think a venting of anger followed up by an attempt to calm yourself may be helpful but just perpetuating the anger does not help. You have to break the cycle sometime and the sooner you do the better.
