When people practice religion it is free speech. When government practices it, in official capacity, it is "establishment", because it cannot possibly represent all of the people, and therefore an endorsement of a particular sect, either large or small. This is why ALL "Christ-mass" observance (pagan and Catholic, opposed historically by Protestants) should be banned, consistent with federal and state Constitutions.
