Ternyata pada tahap I bantuan hanya diberikan sebesar Rp 1,5 juta, tanpa alasan yang jelas. Dikarenakan dijanjikan akan mendapatkan bantuan tahap selanjutnya dengan jumlah yang lebih besar, maka Tamban tidak menuntut haknya secara penuh. Setelah bantuan tahap kedua akan cair, tiba-tiba ia diberi tahu kalau tidak berhak mendapat bantuan, dengan alasan rekonstruksi rumah yang dilakukan dengan uang bantuan tahap pertama tidak menggunakan kerangka besi. Hal ini membuat Tamban kaget, karena uang bantuan pertama sebesar Rp 1,5 juta tidak mungkin bisa untuk membeli besi.
