Rep. John Conyers, also a Democrat, chairman of the House Judiciary Committee, said Bush's assertion of executive privilege was "unprecedented in its breadth and scope" and displayed "an appalling disregard for the right of the people to know what is going on in their government."

The gag line is of course; If Bush doesn't know what is going on, how can he tell Congress?

This sort of behaviour must force impeachment closer. It also indicates that there may be items that will show certain people in bad light.
