Assemblyman Tom Ammiano, who recently shouted out “You lie!” to Schwarzenegger at a public event, is author of the Assembly Bill 1176. Schwarzenegger’s office is insisting that the letter’s coded message was just “a strange coincidence.”

I wouldn't accept this at face value. Accidental acrostics are very rare. If I felt ambitious, I'd check to see whether there is such a thing as California Assembly Bill 1176.
