Wisco says:

The moral of this story is that Lindsey Graham doesn't know snakes from dildos. Polls show that the bill is incredibly popular, with some 80% of voters favoring it.

Of course, by "rewarded" Graham could mean "tossed out on our asses," which seems to be a pretty good bet regardless of their stance on the GI Bill.
