Looks like establishing grounds for internet restrictions, but maybe I'm too cynical. It does seem a primed audience of people being told of the danger of cyber attacks while they still have trouble down loading.(Staff do that.)
Beware of those who are afraid of that which they refuse to try and
understand. It's a self destructive loop
