The bill expands healthcare help to a fraction of the population that lives within a certain percent of the poverty level that is a little higher than the previous limit. The 25-yr-old child and $80,000 income figures are probably something like the coalition of 36 nations fighting in Iraq that the President talks about - no one else can come up with numbers that high.
He opposes SCHIP, he has said, for purely ideological reasons: he doesn't like it done that way. It's a poor excuse for not helping children stay healthy.
