A project brought to you by the US Air Force, HAARP is sited in Alaska, so they can be as close as possible to the lowest points in the earth's atmosphere, as evidenced by the Aurora Borealis (Northern Lights). Part of the project involves try to lower that part of the atmosphere even more. Apparently, there are about 55+ around the world. Even some that are portable.
