urban heat island are real but local

Everything is inter-connected, what is happening locally can spreads to neighboring areas, sooner or later. Though, i am not a professional scientist, i know that heat can spread through conduction unless there is the presence of heat insulation on neighboring areas. But what about the atmosphere directly above the urban heat island? How does one insulate that?
