They're complicated words. Both can be nouns or verbs. If the phrase uses "on" or "upon", you can be pretty certain that the word you're looking for is "effect".

One way I found to help people keep them straight is that when you affect something you have an effect on it. When you have an effect on something, you affect it.

As verbs, "affect" means "to influence" (as in "The politicians misconduct will affect his poll ratings." and "effect" means simply "to do" (as in "I plan to effect sweeping changes throughout this organization"). As nouns, "effect" means "result", "influence" or "outcome" (as in "If you add too much cornstarch to the soup, I have no idea what the effect will be.") wh...
