Though "universally" I agree with you, I'm afraid not in this case, abailart. "Headscarf issue" is far beyond the "freedom of view" or "faith" topics and it's actually a thrilling game in trying-to-keep-secularity Turkey. Very long story indeed with high level details and specific circumstances. Headscarf or "Hijab" is the very essence of the reactionary, anti-secular entity in the country and the demands will certainly not stop with this bill. They want more... much more.
