Look up the concept of "police action" then the history of the Korean and Vietnam wars. One person sure as hell can make a war whether they call it one or not.

In fact, the Constitutional Convention originally proposed giving Congress the power to "make war," but changed the phrase to "declare war" so the president would be able to repel a sudden attack without violating the Constitution.
