What they do isn't flirting, it's harassment. I would know since I live there. They chase you in cars like a bunch of idiots. Corner you if they were given a chance. It's scary.

It usually depends how far you want to go with it. You got the right to report it to the Religious police.
As for the lesser cases, still harassment but at a lesser extent. Such as being followed around at the store. They don't just get a haircut, they might be kicked out of the store, sometimes banned.
It all comes down to the fact that Saudi guys need a course or two in flirting -.-
I hate myself for generalizing here. Alot of them are really decent men
