Did the article mention what category the monies were intended for? That's quite a broad spectrum we have there, including funds for school grants, energy saving devices for the home (of which I received a nice tax break), and many more legitimate causes, reasons and purposes.

Yes a tax break. New water heater, new energy saving siding, insulation, and weather stripping, rebuilt chimney, and other items are tax deducible, and also grants are given to some for these improvements.
