Unfortunately, at least 90% of sex offenders are doomed to offend again. There are 3 kinds of sex offenders:
1. rapists - can go either way
2. child molesters - most likely to repeat, see it as love
3. those who commit incest - fearful to go beyond family
In my various counseling positions over the years, I dealt with sex offenders and victims.
I would suggest chemical castration with super-strict monitoring. If it is felt that these people can't be trusted in society then change the terms of the sentences. It is unfair to "commit" without legal recourse.
I have heard stories that made me sick and that made me cry.
