The focus of the article is actually about how students enrolled in foreign schools (in the USA, EU, etc.) are not allowed to leave the country to go to school. Nobody is allowed into Gaza. Nobody is allowed out.,

Food, medical supplies, electricity and gas, etc. are all restricted.

There's a good dose of propaganda in the article too. Some group in Israel claims to be taking this to the Supreme Court (yippie!) and a government spokesmen promises that what he calls a "humanitarian crisis," will not be allowed to happen.
