Market-based reforms, as part of the World Bank and International Monetary Fund Structural Adjustment Programs, have also forced privatization and displacement.</FONT></P><FONT size="2">  </FONT><P><FONT size="2">This increased mobility of capital is driven by and in turn supports a drive towards increased labor flexibility within and across territorial boundaries.
